Distinguished scientists, researchers, experts, practitioners and students,
KAYFOR 23 will be held on October 26-28, 2023, hosted by Kırıkkale University, Faculty of Economics and Administrative Sciences, Department of Political Science and Public Administration, and the main theme of KAYFOR 23 will be “The Republic”.

The Forum on Public Administration (KAYFOR) is one of the first scientific events organized in the field of public administration in Turkey, where knowledge and experience are shared, bringing academicians and practitioners working in the field of public administration together, allowing them to get to know each other closely. KAYFOR was started in 2003 by Mersin University. It was decided that this first event, which was organized as a workshop attended by the Heads of Public Administration Departments and representatives of all universities, would be traditionally hosted by a different university each year, within the framework of the determined main themes.

Academic papers were presented at KAYFOR, which was held at Hacettepe University for the second time in 2004, and KAYFOR became a scientific meeting. In the following years, the Forum on Public Administration, which was respectively held at Middle East Technical University, Muğla Sıtkı Koçman University, Kocaeli University, Abant İzzet Baysal University, Sütçü İmam University, TODAİE, Gazi University, Uludağ University, Ondokuz Mayıs University, Adnan Menderes University, Selçuk University, Yüzüncü Yıl University, Süleyman Demirel University, Nuh Naci Yazgan University, Karamanoğlu Mehmet Bey University, Eskişehir Anadolu University and Osmaniye Korkut Ata University, will be held in 2023 within the body of Kırıkkale University. KAYFOR 23, which will be held on the 100th anniversary of the proclamation of the Republic in Turkey, will present the new problems and areas of discussion that determine all the basic dynamics of the era we live in in political, social, economic and cultural dimensions, their direct and indirect effects on public administration and public policies, and the development of policy making processes, the institutional structures that emerged as a natural result of these processes and the new approaches brought by these structures to public administration, new perspectives, liberating and restrictive aspects, the production processes of new public policies, the methods applied on issues such as system performance, performance measurements and feedback, their effects on new social movements. It provides an important opportunity to examine, discuss, share and explore new ways and methods with an interdisciplinary perspective, and to contribute to the emerging literature in line with these purposes.

Our event, which will be held face-to-face, will be planned online for our foreign participants. The participation of professors working in your department in the scientific and refereeing committees of our event will strengthen the cooperation between our universities. In addition, hosting graduate students and academics in your department online in the academic sessions of the scientific event will both deepen our cooperation and enrich our activity. Researchers who want to participate in the academic sessions of the event with papers can prepare their extended English abstracts of 800-1000 words in accordance with APA 6 citation rules and send them to the same e-mail address. The abstracts of all the papers presented at the event will be published in the abstract book, and the full texts of our willing participants will be published as an article in the December 2023 issue of JEPBIR, after the necessary referee processes are completed.
